This scheme is bounded by Keogh Road - leading to Earlham Grove, Woodgrange Road, Romford Road and Forest Lane. It will be implemented from mid-October and includes two new modal filters at the following locations:

Carnarvon Road: The modal filter will be located at the northern end of Carnarvon Road, on the bend leading to Keogh Road. The section of Keogh Road between Carnarvon Road and McGrath Road will be converted to two way. Access to Carnarvon Road, and Keogh Road (section between Carnarvon Road and McGrath Road) will be via Romford Road. Access to the western section of Keogh Road (between Water Lane and Carnarvon Road) will be accessed via Water Lane.

Earlham Grove: The modal filter will be located at the eastern end of Earlham Grove, at the junction with Woodgrange Road, and this section will be converted to two way, to make the entire length of Earlham Grove two way. Access to Earlham Grove will be via Romford Road.
